Captain Brooke-Popham was the Officer Commanding of the Air Battalion of the Royal Engineers in 1911. With the creation of the Royal Flying Corps (RFC) he was transferred to the new organisation and appointed Officer Commanding of the newly formed No. 2 Squadron; however a week later he was appointed Officer Commanding of No. 3 Squadron and so handed over to Major Becke thereby not only having the accolade of being the first Boss but also the shortest in tenure.
